财政政策工具实际操作偏离最初设计将会降低政策工具的调控效果,导致宏观经济波动加剧。针对地方政府财政政策的逆周期性调控目标,本文关注财政分权深化和政府债务增发的逆周期性效应。研究发现:地方政府财政政策总体呈现顺周期特征。财政分权程度的提高放大了地方财政政策的顺周期性。地方政府债务增发使地方财政政策呈现逆周期特征。地方政府财政政策及其收入面、支出面均呈现顺周期性,由“顺”转“逆”的债务平衡点分别为0137,0113,0209。当前绝大部分地区的债务规模都在债务平衡点之下。驱动地方政府债务逆周期调控的内在因素是官员晋升激励。晋升激励的程度越高,地方债务逆周期调控的力度就越大。但外部市场融资环境的波动削弱了地方政府债务逆周期调控的力度。本文的政策主张是,不宜过度财政分权,应该扩大地方债发行规模,促使地方财政政策逆周期调节。  相似文献

本文廓清了财政政策与货币政策搭配动态调控宏观经济的机理,揭示了两者协调影响经济的“黑箱”机制及其在经济不同阶段的搭配方式;运用中国2004—2019年的经济季度数据,构建TVP SV VAR模型探究两类政策对宏观经济的调控效应。研究发现:财政政策与货币政策共同把控流动性“闸门”实现互动协调;财政政策搭配货币政策具有时变性,在整体上“同向发力”推动经济发展;两类政策对产出的影响并非始终如理论一致,在结构层面仍有优化靶向性操作的余地。  相似文献

The objective of this paper is to evaluate the effect of the environmental protection policies of by Cameroonian firms on their performance. It uses the endogenous switching regression technique and propensity scores applied to micro-data from 639 firms in Cameroon. The results show that only 17% of firms adopt these measures, while on average 85% of firms produce solid, gaseous or liquid waste. The results also indicate that the adoption of these environmental protection policies increases operating costs while significantly improving the turnover and the performance of the productive capacity of the company. These increases are 39.11%, 58.6%, and 38.63% for operating costs, turnover and return on productive capacity of the company, respectively. However, firms can also suffer significant losses resulting from the non-adoption of environmental policies. In fact, firms that do not adopt environmental protection policies have their performance reduced by an average of 1.625 percentage points.  相似文献

刑事涉财产执行程序因采取移送执行模式而被误认为不存在申请执行人,使得刑事涉财产执行程序及其衍生的案外人权益救济程序过分依赖执行法院的职权主义。在刑事附带民事诉讼裁判、追缴或责令退赔违法所得并返还被害人判项、责令被免予刑事处罚的被告人赔偿被害人损失判项的执行程序中,案外人权益救济程序原则上应以被害人为申请执行人,并参照适用民事强制执行程序中的案外人权益救济制度。其他刑事涉财产执行程序应以检察机关为申请执行人。除非出现被执行人逃避执行或者案外人对执行标的提出排除执行请求等特殊情形,作为申请执行人的检察机关通常无须现实参加执行程序。  相似文献

The assumption that entrepreneurship is a critical factor in expanding employment, creating wealth and contributing to poverty alleviation at the base of the pyramid (BoP) in developing countries has led to the development of many initiatives to strengthen the entrepreneurial activities of poor people. Despite the fact that entrepreneurship is seen as a strategy in combatting poverty, the process that leads to entrepreneurial action in a BoP context is still unclear. In this paper, we illustrate the possibilities a multi-layered perspective offers to understand the complexity of entrepreneurship in poverty settings. Based on five focus group discussions and 36 in-depth interviews with vegetable farmers in Benin, we examined the entrepreneurship of poor people. We learned that entrepreneurial action is the nexus of individual and exogenous factors in complex relationships. Based on this, we elaborate on the characteristics of the process model of entrepreneurial action. We provide a process-based view of entrepreneurship at the BoP, suggesting a need for consistency between individual, behavioural strategies and contextual elements. We discuss the implications of our findings for BoP practice and provide a framing perspective that we hope will encourage a greater focus on the complexity of entrepreneurship phenomenon.  相似文献

Existing studies on the trophy hunting controversy in recent years have largely represented the anti-hunting views of the Western public, while overlooking the opinions of African people. This study taps into Africans’ social media narratives to illuminate the racially, politically, and historically charged context in which trophy hunting occurs in Africa. Data were collected from the Facebook pages of three major social media players with a predominantly African followership, namely, BBC News Africa, News24.com, and NewsDay-Zimbabwe. The dominant pattern was resentment towards what was viewed as the neo-colonial character of trophy hunting, in the way it privileges Western elites in accessing Africa’s wildlife resources. However, the West’s passionate criticism of violence against animals was viewed by participants as overblown, and as evidence of their (Westerners') higher regard for animals than for African people. Interestingly, trophy hunting was not objectionable from an animal rights perspective, but as a consequence of its complex historical and postcolonial associations. In addition, criticism was directed at African politicians who were perceived as allowing wildlife exploitation to satisfy their own greed. In this instance, far from tourism being a facilitator of intercultural understanding and peace, it appears to reproduce images and wounds of a colonial past.  相似文献

Following the attention‐based view of the firm (ABV), boards of directors’ link to corporate sustainable development (CSD) could be dependent upon certain attention structures: valuation of environmental stimuli, rules of the game and the players. Studying a sample of large Australian firms, the findings indicate that the proposed attention‐directing structures do appear to be linked to CSD in a manner consistent with the ABV. Specifically, creating awareness through scanning efforts links boards to CSD. Stakeholder debate, as a boardroom rule, is also significantly associated with CSD. Furthermore, as a so‐called ‘player’ on the board, women directors have a moderating effect on the relationships between environmental scanning, stakeholder debate and CSD. Rules-based fiscal policy is under threat. Over the last two decades, it proved frustratingly complicated to strike the right balance between three essential properties of sound fiscal policy rules: simplicity, flexibility, and enforceability. Simplicity has been sacrificed to ensure that more contingent (i.e. flexible) rules remained enforceable. The resulting arrangements have failed to adequately guide fiscal policy, undermining formal compliance, and ultimately, popular and political support for rules. To mitigate the risk that countries abandon rules-based policymaking, we suggest downplaying enforceability—i.e. the role of formal sanctions through enforcement—and enhancing the reputational costs of breaching rules. At the limit, the rule could consist of a simple quantitative benchmark for a key fiscal indicator. To boost reputational effects, independent fiscal councils should focus on debunking the “fiscal alchemy,” clearing the public debate from partisan smokescreens, and fostering popular support for sound fiscal policies.  相似文献

This study provides evidence for the impact of an urban growth boundary (UGB) on house prices. The study employs a two-stage quantile spatial regression method on a dataset that inventories sales transactions of single-family houses within two miles of either side of the eastern boundary of the primary UGB in King County, Washington. The results show that while the UGB decreases house prices across the entire house price spectrum, the impact is uneven; it is most pronounced for houses in the 5th to 8th decile of prices. These findings should encourage policy makers to adopt sub-housing-market-level policy approaches to address UGB and other urban and regional development policies’ potential impacts on house prices.  相似文献

It is widely established that economic policy uncertainty (EPU) affects investment decisions and performance, yet research in this area has overlooked the direct property investment market. This article seeks to rectify this and proposes a multistage multilevel analytical framework to offer new insights and a richness of findings. Using a news-based measure of EPU in the United Kingdom, and controlling for economic conditions, a national-level analysis reveals some evidence of Granger-Causality between EPU and total returns, indicating that pricing is responsive to uncertainty. These findings suggest that EPU is an important risk factor for direct property investments, with pricing implications. Differences in data and performance measure are important, however, with income returns unresponsive. A micro-level investigation begins to reveal some of the asset-pricing decisions underpinning the national results, indicating investors’ concerns for income streams are consistently high, regardless of varying EPU. Pricing can also cause changes in EPU, such as in the retail and industrial markets (increasingly linked through logistics) reflecting sector-specific stakeholder groups and newsworthy issues. This evidence highlights how important it is for policy-makers to understand the complex and bi-directional relationship, that indecision can undermine investment confidence and cause investment market volatility, in turn raising EPU.  相似文献
